New York State has introduced legislation that aims to exempt historical and antique vehicles from periodic inspections. The bill, A8866, is supported by the Senate's Transportation Committee and seeks to align with federal and neighboring state laws.

Currently, all motor vehicles in New York State are required to undergo periodic inspections under Section 301 of the Vehicle and Traffic Law. However, A8866 proposes to exempt historical and antique vehicles that meet certain criteria.

Under the bill's provisions, any motor vehicle manufactured more than 25 years before the current calendar year and used only as a collector's item would be eligible for the exemption. Additionally, historical license plates could only be registered to vehicles manufactured more than 25 years ago.

While antique tag requirements may vary slightly from state to state, A8866 seeks to minimize these variations and ensure consistency across jurisdictions.
